Gold Hallmarking Mandatory in 256 districts of India

New Delhi, June 16 (MNN) Hallmarking of gold ornaments of 18, 20, 22 23, and 24 carats will be mandatory in 256 districts of India, incorporating a six-digit code along with BIS mark and purity and delivery voucher utmost transparency.

Jewellers can continue to buy back old gold jewellery without hallmark from consumers/customers, and in order to give adequate time to the manufacturers, wholesalers and retailers of gold jewellery, there would be no penalties till August-end, Bureau of Indian Standards Director General Pramod Kumar Tiwari said.

At present, 943 assaying and hallmarking centres are functioning across the country

He said that jewellers with annual turnovers up to Rs 40 lakh will be exempted from mandatory hallmarking.

Export and re-import of jewellery as per the Indian government’s trade policy for international exhibitions, jewellery for government approved B2B domestic exhibitions will also be exempted from mandatory hallmarking.

Watches, fountain pens and special types of jewellery like Kundan, Polki and Jadau will also be exempted from hallmarking.

The registration of jewellers will be free and a one-time affair.

Any manufacturer, importer, wholesaler, distributor or retailer engaged in selling precious metal articles has to mandatorily get registered with the BIS.

However, artisans or manufacturers who are manufacturing gold jewellery on job-work basis for the jewellers and are not directly related to sale to anyone in the chain are exempted from registration.

Hallmark shall be done at the first point of sale — manufacturer, wholesaler, distributor or retailer.

Alteration in the hallmarked jewellery up to 2 grams of increase or decrease shall be allowed with responsibility of purity resting on the jeweller.

Tiwari said that there was a demand from jewellers to increase the grades of gold purity for hallmarking. Considering this, gold of additional carats like 20, 23 and 24 will also be allowed for hallmarking.

Every job ranging from receipt of jewellery to hallmarking will be computerised and a trail of each job with date and time will be maintained.

The anonymity of the sample will also be maintained after assigning job numbers until the stage of hallmarking.

Now onwards, the hallmark will include six-digit code along with BIS mark and purity. Delivery voucher shall be issued to the jeweller for utmost transparency.

A committee constituting of representatives of all stake holders, revenue officials and legal experts will be formed to look into the issues that may possibly emerge during the implementation of the scheme.

BIS (Hallmarking) Regulations were implemented June 14, 2018. Hallmarking enables consumers or buyers to make the right choice and enhances credibility about the gold purity through third-party assurance.

The government said there has been 25 per cent increase every year in A&H centres in the last five years – an increase from 454 to 943 centres.

At present 943 Assaying and Hallmarking centres are functional in the country. Out of these, 84 AHCs have been set up under government subsidy scheme in various districts.
